A013 Amending HoD Rule of Order XIV [Recording Vote Totals in the Journal]
Resolved, That the House of Deputies of the 81st General Convention amends Section XIV of the House Rules of Order to add a new subsection F as follows:

F. Reporting. The tally of the results of all recorded votes, whether a standard electronic vote or a vote by orders, shall be recorded in the Journal of Convention. Standard electronic votes shall record the total number of votes cast in favor, opposed, or abstaining. Votes by Orders shall be reported by the total number of deputations voting for, against, or divided.

Explanation
This resolution was referred from the 80th General Convention. It was proposed by Deputy Nathan Brown and endorsed by Mr. Adam Hamilton-Ferguson and Mr. Richard Pryor; listed as 2022-D021; and referred to Legislative Committee 01 - Rules of Order/HoD.
Under our current rules, there is no requirement that vote totals be reported in the Journal. While the totals of votes by orders are recorded, other votes are not, and I can not find any specific requirement concerning reporting votes by orders. Oftentimes, General Convention evolves on issues, and it is useful to see the progression of the House's senses on an issue when determining how to proceed in future. I also believe it is important that the journal contains a complete record of vote totals, since this information is easily obtained with our recorded vote system or by records from votes by orders.
